What's in my exhaust??

I was looking at my car today and I noticed that of the two exhaust pipes, one is clean and the other is all black and sooty. Then I looked inside. In the one on the right, there seems to be a metal flap blocking it. I stuck something in and it wouldn't budge... What is it, what does it do, and is it supposed to move? How do I get it to move?

CJ, look for the button inside the glovebox that looks like this:



You find a nice lonely stretch of New England road, make sure nothing combustible is behind ya, push that button, and hang on...
