Weird steering wheel vibration...

My wifes new 2006 X5 3.0i has been having some weird steering wheel vibration issues. While driving about 50-60 mph on certain roads, the steering would vibrate and if you let go of the wheel, you can see it vibrate. Is this normal??? This seems to only happen on certain roads...I'm thinking it maybe a tire out of balance but why would it only happen on certain roads???

was xperiecing the same thing and got the tires all balanced again (50$) and all back to smooth riding now...check them out first.
