That means it is cheaper for, say a German, to buy a car in Denmark and take it to Germany, than to buy it in Germany. Since they dont have the same luxury taxation-nonsense, and since they don't pay the tax for registrering it in Denmark they end up saving money.

No-one imports to Ireland, the amount of import tax you pay is not based on what you paid for the car abroad, its based on what Irish customs and excise say you should have paid.
