OBD stands for On Board Diagnostics .. the II is because its the 2nd version.

ITs a port on the driver side for Service diagnostics if you had the tool to insert there, or the adapter to a notebook it would specify the error and a lot of other data.

Do what JCL said first, remove gas cap and replace it and tighten properly and check if the message goes out.
