I still don't see what the legal issue is. It can't be "because it'll throw up more rocks and mud on the cars behind you" - there has to be some sort of a "sticking out" measurement, and I think that is taken from the top of the tire, not the bottom.
Anyhow, I do like the looks of the flairs w/20" wheels, but I think they'll make your wheels look like they're under the car too much and next thing you know you'll want spacers (I know I would). Maybe in your case you'll need flares, spacers, and mudflaps to complete the look and performance you're looking for...
