Someone Please Explain Flares?

I have two questions about this topic please help me out guys

1) It says that you need the fender flares for the Aluminum running boards correct. Well i have a 2005 4.8is and if im correct doesnt that already come with the fender flares(the black things on the side of the wheel wells) Are the ones for the running boards diff or wat?

2) Also for the aero kit on the facelift x5's. It looks as if the fender flares are bigger. Now is that cuz the fenders are actually rolled or is it just cause the black fender plastic things are painted so it looks as if like the fenders themselves are bigger whats up wit that?
