The only thing I can think off is maybe he has some other piece of software programmed into it to pick up speed cameras or unless they're previous destinations he's been too before or saved addresses as that one in the photo is on a road... unless you drive to one of the locations to see whats there - anyway I'm puzzled now to be honest!

CGSTL is on a distinguished road
My blue bullseyes represent City Halls. St. Louis County has about 50 smaller cities and municipalities. I see these every 4 to 5 miles.

I actually drove right to one and it landed me at the front door of a City Hall for that city.
