Washer pump constant voltage?

Greetings,
After replacing two failed washer pumps from my 03 X5 (one windshield and one headlamp), my remaining original pump failed as well. I investigated the connections, and found that the windshield pump circuit has a constant 8.5 volts, even when the switch isn't activated. The other pumps act what I would consider "normal", in that they are at 0 volts, until their switch is activated, at which point they jump to 12 volts.

Am I correct in assuing that this situation isn't normal? If so, any ideas as to where the problem might be?
