Help New Dash Noise and questions

Hi New and my first Post
2002 3.0 silver with cosmetic tweeks here and there...Love Her ..my winter car.

So my latest issue is the dash has a constant noise. Sounds like a fan maybe or small motor always running in the HVAC control area. Can hear it better when car is completly off and in a quite place (Key out of ignition).

Than when i start her the HVAC comes on to a low setting... low fan with temp i left even though i turned the HVAC off before turning car off which used to leave HVAC off when you turn car on.

Does anyone know what is going on. I leave the car idle for many days when i drive my summer car and i am worried that something will burn out or catch fire. everytime i open her up that motor is running even a week later. I don't THINK she has always done this but maybe i missed the sound in the past.

And questions i have

I tried to do the Dash LED clean. i read on here where you take it apart clean it and dry it to get your missing LEDs back. It worked ok but not 100% any advice?

Also i tried to install the silver rings around the gauges... the rings i have don't just pop in like it says i have the right size rings but maybe the wrong brand.... where do i get the rings from ... and did i do something wrong.. something i am missing...
