Question about taillight ?

In the lift gate taillight, there is a light below the back-up light( white one ). I wonder why this light is never on whenever I turn on the headlight, step the brake light or back up the car??

Those are rear fog lights - I think they are standard equipment in Europe. There is a retrofit for US models.
