Stupid Question...Where Do you Connect BMW Battery Charging System

Hello:

I just purchased BMW battery charging system. The charger comes with a cigarette lighter plug. Now my question is, since cigarette lighter plug is not functional when the car is completely off and when the key is removed, will it work? There are several 12 V power outlets in the car, can this be used instead because power is always available regardless the engine is on or off. In summary, which one should I use: cigarette lighter or 12 V outlet?

THe port under the dash where the passengers left knee would be is active with the key out. I used to charge my cell phone when I am at work.
