Only speaking from my experiences, when the formed portions of a hood are damaged like that it is more cost effective to simply get a new hood. It will never look the same if you try to have it fixed.
Hoods are difficult to begin with, only "dents" can really be dealt with. All IMO...I don't work at a body shop.
