In order for me to run standard E70 18's wheel, i will need to buy 4 x 74.0mm Hub Centric Ring?

So all E70 will have 74.0mm Hub Centric Ring whether it's 18' or 19'?

I got hold of 4 rings, what is the main purpose of these rings? Do they have to carry any load at all or just for fitment purpose?
