Fogs without headlights?

Has anyone been able to wire their fog lights to come on without parking and or headlights on as well? The only way I've found people to do it is by deleting the parking lights all together, which is technically illegal but really hard to tell by passerbyers. Why can't I just work the fogs independantly

I want to wire them to angel eyes..
