Would it be because the AUTO is not turned off first? I'm not sure on this one. My wife's '97 Jeep Grand Cherokee used to do this too and I always hated it when it did............
Maybe try turning off the 'auto' first, then turn off the air before turning off the vehicle. That's the only thing I can think of............. Good luck & let me know what works..............

I think that it is a common "problem". It has been discussed before, elsewhere, and as I recall, that's just the way it is.
Turning AUTO off doesn't help and manually clicking down until it's off doesn't help. It always restarts with one bar.

Nope. I had the same issue, and after taking it numerous times, the tech finally discovered that..lets say you turn off the AC before you kill the engine, and start the car after 16 minutes, the AC will come back on upon engine start up, regarless what you have memorized in your queue. (within the 16 min it should go back to last setting, off, if this is what you had)

I think you are correct Cesar. When the car is off for a longer period of time, it turns on by itself however, if the car is off for a shorter period of time, then upon restarting it stays off. VERY ANNOYING ....

Mine does not do this. I think it's an optional programming dealio though. My AC never comes on if it was previously off. I would be annoyed too if case that you guys described.
