Seatbelt issues not retracting

Has anyone had any issues with the seatbelts not retracting? My passenger side quit working. I contacted my local stealer, who told me that is not a warranty issue. My vehicle was out of warranty by a year. I thought that since that is a major saftey issue, it should have been covered. After fighting with them for a while, he claims that they contacted bmw and they would replace the parts, but I would have to pay labor. I let them change the parts and it worked, but for only about a year. The seatbelt is still doing the exact same thing as before. I now wonder if they just adjusted something and did not replace the parts.

Another case of "they all do it." Both my X5 and 528 are afflicted with the same problem. Funny how BMW seems to be the only one who can't figure it out, but they can't figure out door lock actuators or thrust rod bushings either.

My driver door would not retract easily and would not pull out easily, either. The dealer replaced it under CPO warranty, free of charge.
