I don't but I doubt removing any fan would give back 20% HP - because it probably isn't using that much. Thats 70HP on a 350HP motor.
I could be wrong but 20% seems a lot!

I think the poster might be referring to one of those air intake vortex fan jibby jobby's, something like these: Fuel Saver Power Tornado Launcher Turbine Air Intake - eBay, Other Car Parts, Accessories, Car Parts, Accessories, Cars, Bikes, Boats. (end time 04-Apr-09 18:18:44 AEDST) or Vortec Cyclone - Save Gas, Boost Horsepower Not so much a fan removal, more like a fan installation. Keeping my wallet hidden on this one, sorry. You will lose power with them cos they lower air flow.
The first one is correct when they say " improve low end torque" yep thats what happen when you reduce you intake flow but you lose power on rest of curve
