Instrument Cluster Exchange

Plenty of posts on this subject however I am reading considerable conflicting statements, I would appreciate if someone can provide factual information.
I own a 2000 X5 4.4L, tacho and pixels have failed. I purchased a second hand cluster from an outlet in Aus and took the vehicle to the local BMW Dealership. I had been informed that the programming information contained within the original cluster could be downloaded and reloaded into the new cluster.
Despite many attempts the service manager could not carry out this task, tamper light lit in the exchange unit and access to other vehicle computor functions were inhibitted.
Any solutions to resolve this issue would be appreciated. BMW Aus do not have the same good will policy that exists elsewhere whereby they replace clusters under warranty.
The bottom line is I want to reprogram the exchange cluster retaining computor modules access and mileage stored in the original unit. There is no intent to alter the vehicle odometer reading.
Can I do this without purchasing a brand new cluster from BMW?
