It looks like those are overlays with the option of red needles for a little extra. I would need fully translate the site to say for sure.
Getting your dash pod apart can be a major PITB. I bought one from fleabay to practice and despite all the "How To's" it was a fight.

i used google translate...i think you are right its only the tachometer not the whole instrment cluster...

but from your feedback, its seems that its better to live with milage/F cluster rather than replacing it into killos/C
