I want to install a UHAUL hitch

I know they are kinda' crappy but I need it once in a while to tow a dump cart like this one Material Handling > Carts and Trucks > Dump Carts > Cart,Dump,17 Cu Ft : Grainger Industrial Supply. I have a new house and I'll buy a lot of stuff from Home Depot and Sears, stuff that doesn't fit in my truck.
Two questions:
Does a cart like this need the wiring?
Does it have to be registered with the dmv?

may differ by state.

In CA, I believe so. Anything on the road need to be registered, licensed and wired. (?)

I think that cart is meant to go behind a riding lawnmower or something... I got the 4.8 folding trailer from harbor freight that I use for simililar reasons, and it can be folded up for storage reasons. But if you have room for a little trailer than one of the ones from here would be great yet cheap. And local state laws do differ for registering trailers, but the 4x8 I have needed to be registered and has the lights hooked up through the OEM setup.

That's what I thought when I saw the cart.
Okay to tow around on your property if you have the acreage, definitely not for road speeds.

Check craigslist for a small trailer or get the one from HF and use some welding skills.

I built sides out of plywood as it is a stake body. (has spots on the sides for 2x4s to slip in vertically) A full sheet of plywood fits perfect for the bottom without cutting, and I used 1/2 a sheet on each side, 1/4 sheet for front and back.
