my climate control comes on but no fan, heater, ac

Hi,
My X5 2001, climate control console unit comes on, but no heater, fan or AC. So i opened the glove compartment to check the fuse, to my shock, the previous owner had two wires connected to the Big 50amp fuse i believe the cheapskate was too cheap to buy a new 50amp fuse,also when i check the fuse it was clearly blown, so he attached the wire to maintain current flow. Anyways, when i connected those wire touched, the blower came on, even though there was no key in the ignition, which is weird. I left a few minutes thinking it would go off, but it didn't so i disconnected the wire and the blower went off. I am not sure whether the previous owner messed up the module that send signal from the control unit to the blower, or maybe the FSR is dodgy. I am thinking of getting a a switch to to control the electric current flow so that when i start the car, i flick the switch it then comes on and i can then control the speed and temperature from the console itself, until i take it to BMW which i am dreading, has anyone seen this unusual problem before and what was the cure?
