contact these guys first: Safelite Auto Glass - Windshield Repair Guide I think they are nationwide......get a price quote. Perhaps it will be reasonable enough that you wont have to pay for the kit and waste your elbow grease.

If you can't even feel the scratches, then the windshield repair kits or any other sort of "filler" is not going to work. You can buy glass polishes that will work on light scratches, but you typically have to use a power polisher to get reasonable results.
I have used a 3M rubbing compound (liquid) and an orbital power polisher and achieved good results on very fine scratches.
