HIDNY.COM HID Xenon Conversion Kit & Auto Lights, Parts from NYC have most reliable kit
You dont need the high beams seen you not going to use it much, but i do have HID for my high beams due to the extra set that i have.

No... you going to use only two at the time ( low beam & fog) or ( high & low beams)
Just get two set of HID's for your car (low beam and fog) no need for the high beam .

I have HID high beams for the exact same reason, Mrbmwx5...Haha. I have had HID's on every car and motorcycle I have owned for the past 6-7 years, and I always take them off when I sell the car.

3k fog, 6k low, 3k high.

By the way, HID's actually produce slightly LESS heat than most filament bulbs including halogen-no issue there.

I think the HIDNY for the fogs and for tips on installing check out m5james post on how he did it here http://www.xoutpost.com/bmw-sav-forums/x5-e53-forum/59552-latest-mod-hid-fog-lights-installation-3.html#post675447

PS: if you order from HIDNY and you live in NYC email them and double check if you can pick up the balast from there warehouse at East Elmhurst. saves you 11 dollars in shipping
