Question about a particular problem/part

Can anyone tell me what #5 does, exactly? I have replaced the Vac and valve as well as the vac hoses connecting the valve to the #5 and am STILL getting the P0491 and P0492 codes. All I'm left with is thinking this part must be bad. Any suggestions?

Electric valve. When a voltage is applied to the valve it either opens or closes. My guess is it should open for the system to allow secondary air to enter the manifold.

Thanks for your input. I am in love with my wife's X5 - so much that I want to buy one of my own. But, I swear this thing has ears. If I bad mouth it - SERVICE ENGINE SOON lights up. lol
