I take it its the black part below the painted area on the front bumper. If so it looks as if its been repaired before. Is the white stuff primmer ? if so it has been repaired as i think but haven't checked that its a black injected moulded pannel which should still be black even when scuffed. What you need to do is take off the raggy bits with a stanley blade holding it at 90 degrees to the pannel and using a scrapping action. Once you have done this you then need to rub it down with 400 grit paper. At this point you will be able to see if it needs filling. If it does fill it using a flexi filler. Once the filler has dried rub down again using 400 grit paper until its flat (or matches the lines with the bumper). You then because its plastic need to spray the repair area and a little around the repair with upol grip #4. This will allow the primmer and paint to stick to the plastic without cracking in the months to come. Once you have done this you need to prime the area using upol primmer.When dried you then need to rub it down with 1000 grit paper ( this is whats going to give the paint a key).Before paint you will need to give the repair a texture because if you look at other parts of the same pannel you will see it isnt smooth and your primmed area will be. This is done by spraying a small amount of innotec structure coat over the repair. Once dried you will then need to paint the repair using upol plastic paint which you can buy to match the original colour of the pannel. All of the above mentioned sprays can be purchased from ebay. It can a take a little time but if you watch what you're doing you wont see the repair. Good luck if you decide to go it alone, however if you where to get a smart repairer out to repair it for you expect to pay around £70.
