Bixenon problem

I have a bixenon headlight with a bad low beam light. On the dashboard, it says check lamp codes. I went to the mechanic and got the bulb replaced with a D2S osram one and still no luck. the module connecting to the igniter with a thin cable looks rusty.

While the high beam xenon is functional, would it really be the module causing this problem? I figured since the high beam is working, the module should be ok right?
