About the plug - you might wanna read

along the DIY you will also find the DB connector. It was used on the old non facelift models.

About the windshield - that looks like some aftermarket carkit. It has nothing to do with the connector in question which is strictly used for OEM equipment.

Most likely an aftermarket receiver for a cell phone or something. It was probably half uninstalled before you bought the car.
