Going by your location, the "Max" button will only work with the ignition in the off position. Are you saying that it still doesnt work?

i have this same issue, its when it gets too cold outside, when you turn on your car, it will chime and tell you the external temp, i think it does this below 37F
when it does this, it wont let you hit the max button on the heater/ac, probably an intelligent system that waits for the engine to heat up instead of putting a ton of strain |

Mine works in the summer..if I hit the max button it blows full speed ahead...
