Rear wiper washer running all the time

Hi all I had this problem for a while and wanted to see if someone got a solution.

The problem started one cold day it was below 0 f I turned on the rear wiper and since that the windshield solution keep running out the nozzle.

Also the rear wiper blade doesn't wanna move at all. just the pump always on and the solution coming out even when the car is off and locked.

I done basic troubleshooting : I switch the motors connected to the reservoir and found the motors are good.

I disconnected the wiper switch that behind steering wheel and still have the same problem..

the only thing will stop the problem is disconnecting the 20 A fuse in the trunk..

Any idea what can it be?
