Going from memory and its not been trusty but, check the IKE module (Instrument Cluster, I think?) and see if you can click on "coding" to bring up the optional boxes to check.

Hmmm I wonder:
Perhaps It is illegal in California to knowingly disable or remove a factory installed seat belt and its indicators except during replacement and/or repair. It is also illegal to knowingly assist one in doing this. You might also want to look into your insurance policy, as most warn that your personal injury coverage is lost or reduced if you tamper with or disable safety devices.

Air bags, crash bars (including all other structural safety elements), and seat belts sure....but does the chime actually do anything to keep one safe in the event of an accident? If you get into an accident and you're found not wearing your seat belt, your policy should be void....but being involved in a collision where you were wearing your seat belt, but don't have a dash chime "on" is not the same?
