those pins look oxidized like they have never been plugged into anything, I believe that looks like the optional webasto heater plug. So if you don't have one, it is just a spare plug.
At any rate it looks like it wasn't in use.

ahhh... webasto... i wish i had one when i was in moscow... it is actually a requirement to have a heater in Astana... super cold there... diesel fuel jellies up... wasn't available inthe US, not so sure about the canada...
