Sluggish/Unresponsive Speedometer

I've got an 2002 3.0i with 67k miles, and this has been driving me nuts. Is anyone else's speedometer slow to react when slowing down?

I haven't noticed it much while accelerating, but when cruising down the high way, if I let my foot off the gas, the speedometer doesn't register a speed change right away. I can feel that I've slowed down, and not that I'm coasting at the same speed.

Traveling the other week, I was cruising between 70-75. I got caught between a few cars and slowed down a bit. Once I got around, I noticed the speedometer was stuck at 69. I got a GPS speedometer app up on my phone, and I was able to fluctuate my speed between 65-75 with no change. I eventually got off on my exit, and once the car was going significantly slower, the speedometer finally started to drop.

Any thoughts or suggestions on what to fix or take a look at would be greatly appreciated!

Im not claiming I know all or exactly what the issue is.. Im not sure exactly what all is entailed in the speedo from wheel to guage..
I do know that the motors used on guages are called "stepper" motors.. Sometimes they will have a mind of their own before fail and either drop totally vertical or stick themselves in odd positions at their leisure.. Only time ive had this happen was on a Z-71 Tahoe.

It turned out that the instrument cluster needed to be replaced.

Not that it's great news, but finally got the issue resolved, and wanted to share in case someone else comes across the same issue.

For reference, most of the time there was no issue, but here's a video of how the speedometer would stick...
