The starter is grounded directly to the block.

Sounds like the EWS system is not allowing the starter to turn over. Since you tried both keys and the results were the same I would suspect a bad receiver in the column that is not receiving a signal from the key transponder.

Good point. Are you thinking it is the round antenna? Could it also be a bad EWS?

Could be the round antenna or a bad EWS module. If the OP has some BMW software he could read the EWS module.
