Do you need to aim them? U could put hids if you want, I did and they are way brighter than my headlights so I only use them as needed

The dial on the back is for up/down alignment.
You can get the fog lights rotationally aligned by leaving the two mounting holes slightly loose and aligning rotation by hand, then tightening them down when done. You can put HID in the housing but you'll look like a real douche, reflector housings ARE NOT designed for HID output. You can do it properly by retrofitting the 00-02 Valeo projector fog light housings and an H3 HID kit though if you'd like, there is a long detailed thread about this from last year...
