Have not had that problem in my 01 x5, but did have plenty of problems with the "bunt" (not sure if the spelling is right) cable, that is the cable that opens the heat or cool air from the center dial with the red and blue indicator. It seems your is just the fan.

Definitely sounds like a final stage resistor. My 01 was doing a similar thing, not going all the way off, just slowing down a lot. The stealer replaced the final stage resistor and all is now better.

Thanks for the messages. I will take it to the dealer since it is still under CPO warranty. Another $50. I think BMW has paid 10 times more in warranty repairs than I paid for the warranty.
