It is NOT the GM or the relays in the GM or the relay under the hood. It is actually the WIRING TO the GM that's causing the issue. The middle harness that plugs into the GM is acting up.
So, which wires in the.... 25 (??).... 40 (??) wiring in the loom that plugs into the center GM is for the wipers? I'll have to take the harness off and check the pins and the clip.

The middle connector to the general module is called X253.
As you may know the wiper relay is a double relay. One for slow speed and one for fast speed. I'm not sure which output from the GM is slow or fast, but, pins 15 and 16 to go the wiper relay. These outputs from the GM are normally floating (essentially no connection to anything) when the wipers are not active and then become connected to ground to energize the relay coils. Inside the GM is a open collector driver chip that drives these outputs. This is my web page for the
E46 Wiper Relay, but, it's basically the same for the E53 with the exception of the pin numbers to the GM and fuses. The pin numbers on the relay should be the same for all BMWs that use this relay.
Good luck finding the problem.
