From my limited experience, when I drop off either one of my BMW's for regular service, when they read the key, the recall comes up. They will replace the parts while doing any normal service (if available), or schedule another appointment to do the repairs.
If a recall is not listed for your VIN, either there isn't one, or it's been completed. Just my two pennies...
