Delayed / Slow AC fan speedup?

Recently we started to experience a delayed reaction to the fan intensity, in order of minutes. Previously, for the past 6yrs, on hot days the fan would go super high to cool the vehicle down but now the control shows an increase, LEDs, but the fan doesn't increase. However, after 10min or so it finally increased from the low setting. Please note though, he LEDs on the front panel acted normally and went to the high setting but nothing changed. I also tried the right dial max setting and it did nothing.

We have also noticed the battery indicator every few starts, it's the original battery from April 2012 so likely need a new one.
