What troubleshooting steps lead you to the fuel pump? Just out of curiosity.

I checked the fuel pressure at the fuel rail and there were no pressure at the fuel rail. I checked the to make sure there were power being supplied to the fuel pump at the wires leading into the fuel pump. There was 10V power being supplied when starting the engine. I also did not hear the fuel pump turning on when the ignition was on or when starting the engine.
