TPM won't reset. Any tricks/hacks. Severe weather change. It did this before when the weather 1st broke. Now, it just stays on. Tires are fine pressure is fine.

How old are the sensors? The batteries die eventually or the sensor just quits working.

Not sure. Where are they located? DIY or mechanic/tire shop? My status resetting TPM just stays on as well as the warning light above my cluster gauges...

I think Josiahg52 is right; even one dead TPS sensor will trigger the malfunction message. Sensors are part of each inflator valve. There is a nut that holds the valve stem to the wheel; unscrew the nut, then pull it into the wheel. Obviously, the tire bead needs to be broken down from the rim. Your can replace them one at a time, and see when the system comes back; or just replace all 4. Get them online, much cheaper than thru BMW. Just make sure you get the correct ones for your year; I think they changed sensors around the 2012-2013 time frame.

My understanding was that the tire pressure sensor actually measures the rotational speed of each tire and detects a flat using that, rather than a sensor in each tyre.

I believe that is the older style system. The older GM vehicles used ABS wheel speed to determine a lower tire pressure; known as the "indirect" pressure system.

Newer styles are called "direct" pressure and have pressure ports in the sensor to read actual air pressure. There is an oscillator in the sensor, so that it only transmits information when it senses tire rotation, which conserves TPS battery life. They operate at 315mhz up til 2010, and at 433mhz from 2010-up.

My 2012 E70 X5 user manual says it measures wheel rotation speed to work out of the tyres are flat. The OP says it's a 2013 E70 X5 so it may have changed, but I think that's the same model. The link you have is for a BMW 5 series not X5. On mine you have to correctly inflate the tyres and then tell the system that the tyre pressures are correct and drive it so it learns the speeds. It never tells you actual pressure,

It's a regional thing. Different markets use different systems. Canada and UK use the ABS, North America has a pressure sensor in the wheel stem.
