E70 no power steering

I’m looking for knowledge of the power steering system specifically models with dynamic drive. My issue is the steering feels the same wether the car is running or not. Very heavy either way.

Background, bought my 08 4.8i X5 with a blown engine (drove it in the garage to pull the motor steering worked fine nothing unusual). I replaced the engine see my “N62 differences thread”. I put the vehicle all back together, fill all fluids, bleed power steering, do the dynamic drive bleed procedure with my scan tool, make sure it starts and idles well, when I’m finally ready to road test I back it out of my garage and I can barely turn the wheel even with two hands. Wheel doesn’t self center either. I make it about 100yards and decide it’s too unsafe to continue with the steering requiring so much effort and no self centering. Pull back in the garage and start looking for solutions. So far I’ve flushed the fluid (again) simultaneously replacing the reservoir because I read it has a filter. These two “solutions” had no effect. The pump makes no noise, the belt is not slipping, and I can hear the idle “draw down” when I get to lock on either side. I can also see calculated load go up on my scan tool watching live data when I get close to lock. I see fluid circulating in the reservoir. Appears more like a slow flow than a raging torrent.
My main questions are how fast is the flow in the reservoir?
Does anyone have a picture or description of how the spring and “plug” go in the banjo bolt on the bottom of the Power Steering Pump? Maybe I put them in wrong or they are misaligned but I can find no diagram showing their orientation.
Also is there anything else that could be causing the steering to be so heavy and not self center that I am overlooking?
Any help is appreciated…I hate to have replaced my engine only to be beaten by an overly complex power steering system.

Does anyone know how the spring/plunger goes in the banjo bolt on the bottom of the power steering pump? I’m thinking it may be installed incorrectly not allowing enough flow but since it’s been a couple months since I took it apart and put it back together I can’t remember it’s exact orientation. The service manual and any parts diagrams I could find have been no help. It’s such an extensive job to remove this bolt (subframe must be dropped to remove it) that I can’t use trial and error. At the end of my rope here on this problem.
