Cycling cooling fan

My cooling fan cycles on and off when engine cold. E70 n52 4zone ac. Fan stops when engine warmed up. Note I have just replaced the water pump.
I replaced the pump when amber overheat warning came on. I was able to pull over immediately. I read codes and got a pump out of tolerance, tried to instruct the pump to run with my code reader and got a ,`fail`so fitted a New pump.
Interestingly after fitting new pump I tried to instruct pump to run through code reader and got a `fail`again. So i had to do the bleed using gas pedal, that was successful, but now I have this problem with fan cycling when cold.
