Can't communicate with IHKA module

Driving a 2010 X5 E70. Recently, after changing the battery, the dashboard climate control module went dark and unresponsive (so no defrost, A/C or seat heat). Ran ISTA-P and it indicated that it can't communicate with the IHKA module and gave an action plan of "Replace".

I purchased a used module (was tested) and the display is still dark and unresponsive. Ran ISTA-P again and result is the same.

Interesting that the system in my X5 is 4 way and the 2nd row display works, show the temp setting but I can't control fan speed.

I checked the fuses in the cargo area and they look OK. Checking the fuses in the right front footwell are a bit more challenging to check.

Also I learned steering wheel heat and motion controls run through this module, so they are gone too.

Any ideas.
