I have rear climate on my '08, and there are vents on the side pillars also. However I can't comment about their presence on a non-rear climate package car.

Yes. In 2009 the side pillar vents only came with the climate package whcih also included the adjustable temp & air volume in the center console, tinted windows, rear window shades. YMMV w/ newer models.

FWIW we use the separate rear controls along with the window shades to keep the rear seat area cooler when transporting groceries in 100+ degrees. We leave the shades up all summer.
