Yes - you do need to push the button each time. That is because usually there isn't fog when you switch the lights on. It is illegal in many countries to use fog lights when there is no fog......(doesn't stop a lot of people in the UK though!)

nothing you can do without any electrical mods. It shouldn't be that hard, but I have not done it on my X5 but have on my other cars. It's the same concept.

You could probably wire it together, I'm sure it has been done. Search the board.
