Well I just asked another dealer and he said it can be in production and at the dealer by 7/31. So, it's possible to modify one at the factory maybe.

I just ordered my X5 3.0 yesterday. The CA checked 0.9% program fine print and confirmed that the contract must be signed before 7/31 and the car must be delivered by August 20 (or around that time, I did not pay attention on that information. I was too happy with my order ) That is the reason my CA wanted to get my order in ASAP so we can meet the delivery deadline; for that, I know for sure the delivery deadline is not 7/31 and is not only for cars in stock.

If you want, you still have time to custom order it but you do not have much time left.
