It is rust and it's completely normal. You'll get it right after heavy rain or when washing the vehicle. It disappears as soon as you apply the brakes.

i think it's just mild rust. break dust and the rotor it self can oxidize you know, it has iron in it so... a couple of good firm breaking should get that right off.
