The one fog light on the other off is a feature of your "cornering lights". The light turns on to illuminate the side of the street that you are turning. I think it goes on when you are driving less than 45 mph and use your turn signal while in Auto or if you start turning the wheel going into a sharp turn at less than 45 mph. I am sure someone else will have a clearer explanation or the manual clarifies much better. Either way it is a feature of your X5 and not anything to be alarmed about. Try it again and you will see what I mean. The fog light that was on was the same direction your wheels were pointing.
