I think you need to replace entire unit.
Get 3M headlight restoration or do it yourself with sandpaper. Wet sand starting with ( depending on how bad) 800-1200 grit and work your way up to 2000, then polish with a coarse polish, med polish, finishing polish, and sealer. Best would be to use a random orbital. Do a search. Lots of threads on this

Get a headlight restoration kit (I used Meguiar's but there are a lot more kits out there) and simply follow the instructions.
I was sceptical at first on how good it will really work, but after seeing it first hand when I used it on my sisters 5 series. I'm convinced.
