BMW Incentives

When placing an order, do BMW incentives at the time of order or at the time of delivery apply?

My CA first told me that the incentives current at order would be locked in and if the incentives at delivery are better, I would receive those incentives.

Further into the process (negotiating price), he told me he was fine with my ask of 5% off MSRP, but that they wouldn't place my order for two days (December 1) at which time, one of the incentives (Options Credit) will have expired (unless extended).

I'm not sure how the incentives work re: what the dealer makes, but they seemed to change their tune when I asked for a discount on MSRP.

Can anyone confirm when incentives are locked and how the incentives affect the dealer bottom line?
